Accommodation Managers Required to Report Foreign Guests via APOA

To improve the supervision of foreign nationals in Indonesia, the Directorate General of Immigration (Ditjen Imigrasi) has launched the updated APOA (Foreigner Monitoring Application). This digital platform streamlines the process for accommodation providers to report foreign guests staying at their properties.

“Immigration authorities are entitled to request data on foreign nationals from hotels and other accommodations. APOA is now the official platform for submitting this data, enabling immigration officers to access and monitor it efficiently,” explained Yudi Yusman, Director of Immigration Supervision and Enforcement.

This requirement is supported by Law No. 6 of 2011 on Immigration, as amended by Law No. 6 of 2024, particularly Article 72 (1) and (2). Accommodation owners or managers are legally obligated to provide guest data upon immigration’s request. Failure to comply can result in penalties of up to three months’ imprisonment or a fine of up to IDR 25 million.

How the APOA Process Works

To report foreign check-ins, accommodation managers must:

  1. Log in to the APOA system.

  2. Collect and upload the guest’s passport photo or capture it directly through the app.

  3. Input and verify the guest’s details.

  4. Submit the report and obtain the Foreigner Report Receipt as proof.

For check-outs, they simply log back into the system, select the correct guest, verify the data, and submit the departure report — ensuring it’s accurately logged in the immigration database.

As of March 24, 2025, a total of 78,077 foreign guests have been recorded via APOA, with 23,835 check-ins and 54,242 check-outs. Most guests came from Australia (13,104), followed by China (12,493), India (5,688), Singapore (4,491), and Japan (3,869). Bali leads as the top destination, hosting 47,772 foreign visitors, followed by the Riau Islands, East Java, East Nusa Tenggara, and Jakarta.

Yudi emphasized that accurate reporting through APOA enhances the ability to detect unlawful activities that could disrupt public order or national security.

Director-General of Immigration Saffar Muhammad Godam added that the Immigration Office continues to strengthen cooperation with various stakeholders to improve the system’s effectiveness.

“APOA and the use of digital tools are major steps in safeguarding Indonesia’s sovereignty while ensuring the presence of foreign nationals is well-managed,” he concluded.
